Wooden fan, the skin is painted of a coastline, perhaps Norman, at the end of summer where we see a sailboat sailing in front of the pier.

Jean-Baptiste Georges Gassies (1829-1919) was a French landscape painter and watercolorist. A student of Michel Drolling, he joined the painters of Barbizon School in 1852. He sent several painting to the Salon from 1857 to 1882.
